Saw it happening in the main walk way in and out as leaving today, is that a turn a blind eye deal here?

We went for the first time today, beautiful place, as we were leaving on the main pathway out there was a man going down on his girl in front of everyone as soon as you entered the beach, is that normal at this beach?
