I'm trying to get a Steam store page for my first game. However, the requirements for publishing an adult-rated game are quite strict, and when I try to ask customer support for more information, their responses take days to come and are rather vague.

My game isn't finished yet, but I'd like the store page to start collecting wishlists. In order to make the store page public, I need to submit a build of my game to Valve for review.

How complete does this build need to be?

Does it need to already include ALL the adult-oriented content that will eventually be in the game?

Is it enough that the adult content is included in the game and visible to the tester, even if it hasn’t been implemented chronologically yet?

I’m missing a few mechanics and animation assets, so rushing to put together a build would feel like a significant extra effort if it didn’t even lead to the store page going live, but instead just resulted in an endless cycle of requested changes.
