They had all the rights to build, all the permits in order and the funding, but no one knew who was backing the construction. But, again, it was all legal and no one was going to argue with proper permits. However, it wasn’t the mysteriousness of the town's construction that was the controversy. It was the town charter that was the problem.
See, the town charter and the documents for construction made it clear this was a closed community. Not a cult, as people could come and go as they pleased, and people did in fact move out of these towns with a certain degree of regularity. However, this one was interesting. The town had a high security wall to keep unwanted folks out, and you had to have very specific passes to visit that took time to arrange. No one could just drop by unannounced. But the real issue was a major part of the charter.
Free use breeding was a protected right for both men and women. Anyone could approach anyone else and ask to breed and it was your duty as a citizen of this community to comply with the request. Not only this, but any and all forms of birth control were not allowed within the town, and if someone was caught smuggling it in, they would be quickly banished from town.
