Looking at the app, it seems active but you're paying if you want to even send a message to anybody so I'm sceptical if the accounts are just bots. Would any if my fellow Albanians rate it?

Come on guys there's no point in posting a looking for F here, Albany is small enough no woman is coming here unless they're selling. Go out to a bar or get on tinder or something, no woman is starved enough for attention they're going on a subreddit to meet guys.
