Looking for input from nudists

I recently dipped my toes into the nudist lifestyle, and although I’ve enjoyed it very much so far, I consider myself very naive when it comes to the culture and how everything generally goes. I first got into it when I discovered Black’s beach and had very positive experiences there. This has led me to seriously consider opening up a nudist club of my own.
I am in Phoenix, AZ and the plan is to open the club in the city rather than make it some outside-the-limits-resort. I am hoping to get feedback from nudists on what their ideal clothing optional club would look like.
A huge takeaway I got from Black’s beach is a need for security. I was frankly enraged by the behavior I saw from mostly men preying on both clothed and nude women. Lurking like vultures, taking pictures without consent, and hearing the crazy things some of them say. That kind of stuff would absolutely never be tolerated in a club of mine. I am also aware men do it to other men and that will not be tolerated either.
Other than that, how else can I make it a paradise for being to be open and socialize or just relax nude? I understand that for many people there is a sexual contact behind nudity and there’s always the question of what activity is allowed in a place like this. My current idea is that the general area would not permit sex, but designated places would exist with private options and the places that allow consensual voyeurism.
Another idea I have is themed nights: Singles nights, young people nights, seniors nights, ladies nights, men’s nights. Along with planned activities like yoga, volleyball, trivia, speed dating, etc.
