Change to rule 3

Hello,

We are updating rule 3 to no longer allow re-posts instead of allowing them within a 30 day limit. With the one month limit it feels like we are seeing some posts too frequently so we are hoping that this change will help improve the variety of what is posted and prevent new things from being buried by reposts of popular old posts.

For now we are going to see how things work out with no reposts allowed at all, but if it seems like this is too harsh then we may end up going back to allowing them after some amount of time (but it would be more like half a year, or a whole year, instead of one month)
