And no restriction on what the executioners can do- beyond that they had a certain number they had to kill each day or face similar treatment themselves. Primary targets seemed to be women with... really any left-leaning beliefs at all. Anti-government protestors too, of course. Millie made an agreement to just get women though. It helped her get off.
