Staring at friend’s hot wife/girlfriend

Recently, I’ve noticed a recurring pattern during social gatherings or events (like weddings). It seems common to see men staring at their friends’ attractive partners, especially if the partner is dressed in a way that’s more revealing, like tight outfits or tank tops. I’ve personally experienced this even with my partner’s close male friends, and I’ve observed it happening to others as well.
I realize that to some extent, noticing someone attractive can be a reflex, but I’m curious about the line between "looking" and "staring" in a social context among friend groups. Is this something that is generally discussed or acknowledged as a "hidden" social norm, or is it just something people choose to ignore to keep the peace?
