Their expert panel of scientists and doctors determined that 7oh didn't need to be scheduled or banned. It seems like a lot of experts agreed that it has medical uses. Perhaps they forgot about this or they're trying to cover it up? Either way, it's worth the read if you have the time. Super interesting stuff.

Why did the DEA choose to give people a month to quit when medical professionals strongly advise stepping down by no more then 10% per week?

Just seems like a psyop to get people to use a medically approved alternative to 7oh instead of abstinence. Absolutely none of this is for public health, imo. This month is going to be very uncomfortable but what's new?

When a vendor has powders listed as being either in salt or citrate forms, are those disolvable in water?

If so, that's definitely why this is getting banned.
