Can i shrink my penis size or ability to penetrate/ erection with minimal fertility and masculine features loss

Male 22 weight 110 kg height 178 cm smoker have essential tremors, congenital neuropathy, IBS and PHIMOSIS.

I have 5.5 inch penis size and phimosis with it too even the idea of penetrating someone doesn't gives me any arousal and my elongated penis gives me yuck.

I want to either decrease it's size or completely loose my ability to get hard/ erect without feminizing myself?

Can I do it and how?

Any treatment for my phimosis?
