Question about HRT requirements for SRS

I'm a nonbinary person who deals with intense genital dysphoria. However since my country doesn't acknowledge nonbinary identities I can't get the clearance for sex corrective surgeries, and I'll probably die before my country acknowledges nonbinary identities, but I can dream as a treat, you know.
I peeped around a little regarding surgeries. I keep my peeping to a minimum as to not upset myself, as not being able to access medical care more than upsets me, and I get feelings that are embarassing for my age. Besides my genitals, I don't have body dysphoria, so general HRT is useless for the alleviation of my dysphoria, may in fact intensify it even. My voice is another thing I'm dysphoric about though, apparently I can get localized T injections directly into my vocal chords for my voice to deepen it, apparently it's still something experimental?... I would like to voice train alongside treatment, but voice training without treatment is hard and perhaps not possible with my Alvin and the Chipmunks voice.
Per my light peeping, it seems even the most accepting centers won't do sex corrective surgeries without HRT. I know many nonbinary people pretend to be binary to navigate the system, but I'm neither transfem or transmasc nor can I pretend to be one, I don't want to end up giving myself more dysphoria in the process of alleviating it. And I do mean most accepting, they acknowledge nonbinary identities for starters, they will do bottom surgery even if you haven't had top surgery yet, and salmacian-adjacent options will be available, but you strictly have to be on HRT for it. Is this standard or not? Would localized HRT treatments even count towards clearance in these cases? I suppose this changes per country and per state if you live in a country like that, but this upset me.
I noticed the wiki mention that no, you don't need HRT for surgeries. It hasn't been updated in a while though. Did the recent political climate make the medical field more conservative? For example, my country has started needing transsexual diagnoses for fucking mastectomy in recent years. Are/were you like me? How are/did you navigating/navigate this? Thanks in advance.
