How do I lighten the skin of and around my penis? Its so dark and it's "pissing" me off

I've had this little bump on the bottom of my foreskin since as long as I can remember, does anyone know what this is? Apologies for the bad picture it's difficult to take a picture of it. It's the weird white dot

Is this phimosis? Or is it a frenulum breve? It's difficult to pull it back farther from this point
