How would the Affini handle Kaiser Kattail from The Stellaris Mod Gigastructural Engineering? [Spoilers for mod lore below]

Ooookay. Alright, so, this is gonna be a bit long.

Basically, in the mod 'Gigastructural Engineering' for stellaris, it adds a few different mid and endgame crises. One such is Kaiser Kattail's Katsenartig Imperium. They are a hyperminitarized empire made up of the Katsen, one of like... 7 or so? Native species to the planet of Flusion.

The Katsenartig Imperium formed after Kaiser Kattail couped the Katsen Monarchy, and declared himself Emperor, after a period of economic and social troubles. They are kind of like a Sci-Fi WW1 Germany, but with cat people, and the civilian population casually mount AA guns to their roofs. The Kaiser fixed the economy, built the Kaiser Moon, and Attack Moon, which is a class of ship added by the mod.

Attack Moons are made by taking a smaller moon and basically attaching a bunch of engines and thrusters to the back, a pair of wings to the sides, a gigantic superweapon to the front, and a load of more conventional weapons across the rest of it. The Kaiser Moon was the Ace the Kaiser used, along with his highly capable Katsen Military, and their super tanks, and he conquered the rest of flusion. Then he builds a bunch of gigantic infrastructure projects, like damming and draining an entire sea to create lots of farmland, expandinf the Katsen Nation's Capital, now the global capital, to be so big it takes up like 20% of the original Katsen territory from before his conquests, etc.. He will then go out into space and make contact with the, by this point, since he is a mid-game crisis, already established empires of the galaxy, and will at first not only be quite respectable and polite, but will sell Katsen Warships throughout the game to factions he is either neutral or friendly towards, albeit lacking the special Katsen Technology, since those are imperial secrets, after all. He will also go to multiple planets in the system Flusion is in, Jublio, and will terraform the lifeless, barren worlds into lush colonies, and even establish their own mini-maginot worlds on some of them, and some of the worlds they conquer later on. I don't remember the actual name for them though.

Maginot Worlds, by the way, are basically worlds that have been converted to gigantic military bases, with gigantic shields around them, and bristling with weapons, and even have a hyperspace lane blocker, preventing any FTL travel by enemies in and out of the system, essentially meaning you have to fight and take down the maginot world to get any further.

Soon, he will demand territory, and possibly even subjugation, from his neighbors, and those who refuse he will go to war with. He will build these War Forges above colonies that take resources from the planet and convert them into war material and ships. The Katsen also, canonically, assimilate other species into the Katsen Culture, which is basically just hypermilitarism. The Katsen will then attempt to conquer the entire galaxy, and there are multiple ways to stop them, including helping a rebel network sabotage his infrastructure on Flusion as well as the Kaiser Moon, arming separatists across his empire, and fighting him head on.

As said before, he tries to be polite, Likable, and respectable, but he secretly has a massive temper, and if you destroy the Kaiser Moon, he gets so absolutely furious that his tantrum literally renders his empire incapable of any diplomatic communication.

After you defeat him, he vanishes, and his empire collapses.

Nothing but spoilers past this point:

>!The reason he vanishes is because he is a kind-of-sort-of-universe-time-traveler. Let me explain:!<

>!The Kaiser came from a universe where things were really messy and different, and on this alternate Flusion he was just a regular Katsen, who was friends with a scientist IIRC, who made a time machine. They messed around with this time machine, and then accidentally went past the heat death of the universe. Oops. This had a few different effects. 1, it merged the scientist partially with Kattail, as well as the Time Machine. 2, this made the Kaiser Immortal, and allowed him to hop forwards in time to future universes, which leads to... 3, the heat death leads to the next universe, which is basically a reset that restarts the universe with some variance from prior iterations, but still recognizably similar to before.!<

>!To clarify the Kaiser's abilities, from what I can tell, he is able to jump to this place between the current universe and the next one. He can then view into the next universe, and choose where and when to slot himself in, or to skip the universe and wait for the next, but he cannot travel to different points of time inside of a universe he is already in, so he can't hop to different points in one universe, he can only hop into and out of a universe, and can just choose where and when to hop in, and can only go forwards in time, not back, and can only bring himself and the items on him (including his pistol). He is also immortal, as previously stated, although I do not know if he is able to be killed or not, and he has a personal shield that is seemingly basically impenetrable, since in one of the ways you beat the kaiser, you see people try to shoot him and it does nothing.!<

>!After you beat the Kaiser, he jumps out of this universe and moves on to the next one. In every universe he enters, he enters flusion at the same time, coups the Katsen government, takes control, builds the Kaiser Moon, conquers Flusion, builds his projects, then goes out into space to conquer the universe. He fails, and then abandons his crumbling empire to try again. The settings at the start of the game, canonically, where you can choose the difficulty of the crises the mod adds, for the kaiser, are canonically him at different points in the cycle. The weaker settings are him earlier in it, and on the hardest setting, he's basically conquered the entire universe multiple times IIRC.!<

>!Also, by the time the Kaiser Conquers the entire universe, IIRC, he will continue to abandon his empires and move to the next universe, because he is trying now, each new empire, to find a way to go back in time and bring people with him, so he can go back and conquer all the universes he failed to conquer, and conquer every universe in existence, which he has not yet done (as far as we know).!<

So, how would the Affini handle Kaiser Kattail? What do they do about this guy?
