I'm 26 M and had this issue since 2019. Thats the year I started Mastrubation for the first time, then only I had this issue. I've looked online for non-surgical solutions and came to know about phimosis creams, rings, oil etc.

Before I buy and use anything, I want know whether I have phimosis or its just normal or any other issue.

I can pull it back completely when soft, and when erect - it dosen't go all the way down and stops after slight pull... I'm worried cuz I never had this issue before 2019 and also worried about size reducing...
