I wish my brother would make a move

My (19f) older brother (25m) and I are really close. We hangout a lot, get high together, run in similar friend groups, etc. We both live close to our hometown now so we see each other a lot. I wasn’t always attracted to him. He’s objectively good looking, but he’s still my brother? My friends have been telling me how hot they think he is and how much they want to fuck him since I was in high school. I never cared before but it’s like.. lately I’ve been having *thoughts* about him.
A few nights ago, we were sitting on the couch playing our favorite game together as usual. I wanted to see if I could maybe make something happen between us. See if maybe he felt the same? So every few minutes, I kept telling him how cold I was. He offered to take off his sweater, but I told him I didn’t need it and I was fine. After a few of “shivering”, I had enough and moved to sit in his lap to let his body heat warm me up. He looked at me while I moved, but didn’t say anything because I’ve done that many times before and it was nothing. While we played, I started wriggling around to get more comfortable and purposely tried to dig my ass deeper into his crotch. I looked up at him a few times but his eyes were glued to the tv. He was wearing jeans but I couldn’t really tell if it was affecting him. He told me to stop being silly and moving around so much. I giggled but we kept playing. When he didn't seem to react, I moved back to my spot on the couch and was too nervous to try anything else. After a few hours we both went to bed and he didn’t mention it the rest of the week.
I wish he would make a move, though. I’ve been trying to come up with ways to get his attention. I want to make him hard but I don’t want to do anything too bold.
