For people with high state/local taxes
Luckily i live in Florida, but this has me thinking for some of you - couldn't you buy a P.O. Box in Florida (or other state without cigar tax) and set up mail forwarding to your address? For instance, in Florida many people live here for the winter. I'm sure they have mail forwarding while they are here, and again when they leave. USPS allows it for up to 365 days I believe. If there is an issue related to the age verification for delivery, there are also options for a virtual business address (essentially a building that gives a ton of different "suite" numbers for having a physical street mailing address, which could do the same mail forwarding setup.
