Do all florets have to get/are given a haustoric implant?

Can you ever reach a point so low the affini wont save you? (Not literally low of course im sure the affini could find a way to tunnel to wherever you are)

Im sure at least a few people are like me and don’t like the idea of those who wronged us or who are bad people being happy. In the event of a domestication of a society this would likely be a common sentiment of the populace that their oppressors (leaders, the wealthy, landlords, ceos and other bad people like that who are responsible for the failure of their society). How do the affini handle this? im curious.
