Custom audio I received is half the agreed upon length; is asking for a refund or a redo valid?

As the title says, I commissioned a custom audio a month or two ago on another platform from a seller (the seller doesn't sell on Reddit and isn't in this community, while the platform is a niche Dutch community, hence why I'm not sharing names here as it feels superfluous). After a great deal of hassle with contacting the seller as well as their changing the deadline a couple of times), they finally gave me the custom...but at half the agreed upon length (i.e. 5 minutes instead of 9-10). Needless to say, I am not a satisfied customer. At least, not fully.

I'm torn, because on the one hand, I did receive what I asked for, at least sort of. And I don't want to be one of those scummy buyers that demands a refund or a redo for no good reason. But on the other hand, I also feel that the custom being 50% shorter than agreed upon is a valid reason to at least ask for a retake - but I'm not fully certain what the etiquette is in this case. So I thought I'd ask here for opinions.
