Is this LS? Bxo? Fungus? Herpes?

I've been struggling for years to keep my penis healthy. It seemed to be improving, but now I've relapsed with the bad smell and discharge.I haven't been able to masturbate for years because it bothers me; my penis feels like it's peeling skin or something, kind of whitish.It gets better if I avoid friction. What could it be? I've had this problem for a long time. Sometimes it gets much better, and sometimes it gets worse.
